NDS: major change watch

A map, hazard or equipment change can overturn old shelter advice. Put the date and observed behavior here so the survival guide can be checked.

When a map or hazard changes, show the former shelter and the route that works now. Date the observation so later players do not mistake one unusual round for a permanent rule. Update archive.
