The Butler is located at the Castle on the Sea, in the Third Sea. He is in the room immediately on the left from the entrance, in the back corner.
Dialogue
The Butler gives hints about various Third Sea items and events, those being Instinct V2, the Pirate Raids, the Tushita and Yama swords, and by extension the Cursed Dual Katana, Godhuman, and the Elite Pirates.
