The Ship Deckhands can be found in the Cursed Ship in the Second Sea, to the right and left sides of the ship just after the entrance.

Notes
Due to their lack of any unique abilities and general weakness, the Ship Deckhands are great for quickly accumulating Ectoplasm. It is recommended to grind the Ship Deckhands until having Elemental Reflex against Ship Stewards.
