Overview
The Thunder God was found at the Mini Sky Island, which was accessible after completing a Rumble Raid with the requirements below. The island can still be reached by flying above the Kingdom of Rose in the Second Sea, far away from all islands in the Third Sea. However, the player cannot purchase Pole (2nd Form) even if all requirements are met ever since after Update 27.

Purpose
The Thunder God sold the 30 for 5,000 Fragment. Rumble Must be fully awakened and equipped. Have at least 250 mastery. 180 mastery on Pole (1st Form).
Trivia
If the player loaded in from something very quickly (e.g. clear a raid), they would've been able to see a shadow of the Thunder God's island. If the player went through the door beside the Thunder God, they would have been teleported to l'Église de Prophétie (Awakening Room). The Mini Sky Island actually exists outside of Raids, just like the awakening room, and Light's flight move can be used to fly to it. It's very high up, though, and it takes around five minutes to fly up to it. The Thunder God was the second NPC that would appear after completing the Rumble raid. (The first one being the Mysterious Entity) The design of the Thunder God is almost identical to the Thunder God boss, except it has hair. Due to the change in obtainment methods for Pole (2nd Form) and complete removal of Rumble raids, this NPC is now effectively useless.
