How to get it
The obtainment of it is different than other potions, due to it being apart of the tutorial. In order to obtain it, you must follow through with the steps of the tutorial and it will be given. To start the tutorial, you must have 10-200 rolls and it will begin.

About
The Tutorial Potion was added in Eon 1-6; The summer event, and is a potion rewarded to new players (who are doing the tutorial) after rolling 10 times and claiming the tutorial daily quest, which rewards them with 400 Coins and the Tutorial Potion. It's appearance is similar to a Heavenly Potion. You can only roll Auras up to 400k when this potion effect is active.
