The Arena Trainer is a Quest NPC. He can give players a quest to "train" with the Training Dummy.

Location
The Arena Trainer is under the Hydra statue on the opposite side of where the Hydra Leader boss is located.
Quest
The Arena Trainer can give players a quest to "train" with the Training Dummy. This quest is only available every hour, and the quest will be put on cooldown if the player kills the Training Dummy while the quest is active.
Notes
The player can still kill the Training Dummy without accepting the quest, but they will not get any rewards. This quest is the only one that gives fragments, although there are better alternative ways of getting them.
