Purpose
The Rich Man is a part of the Saber Expert Puzzle, where after giving a drink to the Sick Man, the player can talk to the Rich Man for a quest to defeat the Mob Leader to return his stolen riches in exchange for the Ancient Relic, which opens the door to Saber Expert's room in Jungle.
Lore
The Rich Man is the son of the Sick Man. Talking to the Rich Man without giving a drink to the Sick Man will result in him demanding the player to get lost. In the puzzle, the Rich Man has been robbed by the Mob Leader, and needs help to get his valuables back.
