Obtainment
Whale Bait can be obtained by purchasing them individually for 25,000 C$ C$ from the "Some Guy That Sells Comically Overpriced Baits" NPC (also known as Lars, which is also located at the Personal Aquarium) located at Treasure Island.
Strategy
There are currently no fish that prefer this bait. Unlike it's more expensive counterpart, Golden Shrimp Bait, this baits name makes sense, as the the two (no longer obt'ainable) fish that prefer this bait are actually whales.
