The Test Rod is a Stage Fishing Rod obtainable via a set of quests from Buildaroo at the Underground Music Venue.
The Test Rod has a passive which has a 5% to apply the Lightning mutation. And can be obtained from Buildaroo, in the Underground Music Venue.

Obtainment
First, the player must get a Chaotic to enter the Underground Music Venue. After completing that, enter through the trapdoor, and there, the npc Buildaroo will be found who the palyer must talk to. They will ask for a Lightning Largemouth Bass, after completing the task and talking to them again, they will reward the player with the Test Rod.
Notes
To get the fish, the player must enchant their rod with the Wormhole enchant and fish in the Zeus' Rod Room while a Zeus Storm Totem is active. The fish can also be obtained quite easily with the help of a player with the Test Rod. As the whole process of trying to hook a Largemouth Bass with the Wormhole enchant doesn't need to be done with their help.
