Zero is located on the 20th floor of a dungeon, specifically on Hard mode. He is typically the last boss you fight before the dungeon ends and you can claim your rewards (unless you're doing Challenge difficulty).

Tips
Zero does extreme damage, so it is recommended to use ranged attacks. Zero stays still for extended periods while activating attacks, making it the best time to hit him.
