The Sick Scientist is located behind the Cookie Crafter's spawn location, at the left edge of Cake Land, Sea of Treats, Third Sea.

Unlocking Phoenix Raids

The Sick Scientist unlocks Phoenix Raids but will only sell the Phoenix Raid Microchip to players with 400 Mastery on Phoenix If its the player's first time purchasing the microchip, the Sick Scientist will say 'You have no way of healing this man', if they are not using the Phoenix. After purchasing the first Advanced Microchip from the Sick Scientist, players can then buy the Phoenix Microchip from the Mysterious Scientist. An Advanced Microchip from the Sick Scientist costs 1,000 Fragment.

Trivia

If the player has Phoenix equipped with having mastery lower than 400 and interacts with the Sick Scientist it will say: "The man seems to feel relief from your ability... but your blue flames do not seem strong enough to heal him yet."
