Cosmic Relic is a Relic primarily found during Starfall weather at a 20% chance to be inside a Fallen Star. Otherwise, this can be caught using Rod of the Cosmos at a 0.1% chance (2% during Starfall), commonly during the Cosmic Relics, Lucky Cosmic Relics, and Relic Storm Admin Events, or purchased through the Black Market and the Rare Goods Dealer.
The Cosmic Relic is an item that can provide an exclusive secondary set of Enchantments without removing/replacing the Regular enchant when used. These types of Enchants are called Cosmic Enchants.

Obtainment
Using the Rod Of The Cosmos in any body of water (0.1%). Higher chance during Starfall (2%). Found within Fallen Stars at a 20% chance during Starfall. Personal Aquarium rewards at a 0.05% chance. Purchasing from the Rare Goods Dealer. During a Cosmic Relic Admin Event (0.5%), Relic Storm (1%) and Lucky Relic Storm (10%) There is also a luckier version which heavily increases the odds of catching the Cosmic Relic to 15%.
