Quest order
Players below level 250 cannot start Dave's dialogue path. After reaching that level, show him a Boulder first. The next request is to bring 250 Rocks, followed by a final special Rock. The official NPC article lists these as three steps, so ordinary fish named Dave are unrelated to the quest.
Reward
After Dave accepts the last Rock, the dialogue records the Dave Rod unlock. His NPC page places him on top of The Arch and notes that a roaring sound plays during interactions; it does not list a separate fish catch condition for him.
