The Drowned Appraiser is an NPC found in Tidefall. They offer similar services as the Appraiser, but with a few changes: Appraisal costs 50% of fish value; Appraised fish gain a +20% Weight bonus; 2× Mutation chances; Cannot grant Shiny or Sparkling to appraised fish.

Find them at Tidefall (GPS 3165, -1100, 780).
