Lucky Angler was a quest NPC that give infinitely repeating quests, which involve handing in random Shamrock Seas Fish for rewards. They could be found next to the stool where Leprechaun Lachlan is standing on. Once a quest has been successfully completed, a 2-minute cooldown will start before being eligible to start the next quest.

Find them at Shamrock Express.
