Mella is an NPC located at Sunken Reliquary. She can be found at the Infusion Altar, where the 3 pedestals are located, where the player can interact with the??? pop-up by pressing. A small animation is played before her dialogue appears.
Mella is a new NPC added in the Tidefall update that enhances a rod stat. To enhance a rod stat she requires Tide Essence, Requis essence and Thalass Essence along with a random Exotic fish and a random secret. The essences are also used to unlock the Thalassar's Ruin along with other ingredients.
How to get it
Find them at Sunken Reliquary (GPS 2910, -1107, -140).

Do you have the Exotic '(Exotic fish)' and the Secret '(Secret fish)' for me? Modifying your rod will void one of each fish in exchange. (Must be unfavourited) "Modify (Current equipped rod)" (If player does not have the required fish) Mella: Ooooohhohohohohohooo~!!! Mella...... Mella: I wasn't able to modify your rod... Mella: Ta-taaaa~!!! (Ends dialogue) ---- (If player does have the required fish) Mella: Ooooohhohohohohohooo~!!! Mella...... (If rod is modified with a increase in stats) Mella: I've improved your rod by (1-25)% Mella: Ta-taaaa~!!!
