Obtainment
You can get it by completing all of the guards' quests. It is found behind the sword rack where a boulder is wedged if you have't completed the quests. You also need to have full bestiary completion. Shiny and sparkling not counted.

20% chance for Bellona's Fury (7×) Each cast hooks two fish, triggering two simultaneous fishing minigames, controlled by left clicking and right clicking. When playing on PC, clicking spacebar will only affect the left side. 30% chance per fish movement to stab for +10% progress, stunning the fish for 0.35 seconds
