It appears as a barren piece of land, with multiple tents and 4 pumpjacks with one being destroyed and the others rusted. There is a singular large house in the middle of the plot. It is home to the miniboss Rockefeller and multiple Flaming Zombies, alongside Fire variants of Zombies normally only found in Scorched Earth or Fire Desert. As it is a POI, it contains a unique loot not found anywhere else - the Flamethrower obtained from beating Rockefeller. This POI features tents with Gunpower Barrels around them.

Strategy
Locating and sniping Rockefeller beforehand is very useful, as if one is not careful, the miniboss can approach and finishes them off very quickly when they're occupied with fighting the Zombies. Bringing a few AOE weapons to the location is recommended, because of the vast amount of dangerous enemies and the fact that sniping and killing Rockefeller in order to obtain the Flamethrower will alert all of the other enemies. When being chased, always remember to look out for Rockefeller because once he get close, the player is most likely toast. If facing multiple dangerous Fire Zombie variants(e.g. Sheriff, Miner), snipe them with a ranged weapon to nullify danger and reduce risk. Always be on the lookout for what the Zombies are holding because the fire particles and darkened skin will prevent spotting accessories only. Water or other Liquids can extinguish Fire, so the player can bring a few Bottles of them before attempting the POI. If it's Raining any Liquid besides Kerosene, the player should make the most out of this by trying to finish the POI before the Rain ends. Otherwise, if it's Raining Kerosene, the player should refrain from doing the POI as scattered Kerosene puddles will make the location extra dangerous.

Trivia
The tents and campfire models are actually ripped from Outlaw Camps, evident by being internally named "Outlaw Camp" The Oil Refinery is highly dangerous due to the large amount of fire related objects (Flamethrower, Flaming Zombies, Campfires) near pumpjacks, this is evident by a pumpjack in the far back being on fire.
